This lovely charm or pendant is a spinner.
These have markings on both sides of the disc and if flicked will spin around making the markings blur together to form the words Best Friend.
It does take a little work to get the hang of flicking the disc without your fingers getting in the way, so please be patient if you don't make it work in the first few tries.
